Please don't hate on Rukia. She is lieutenant now, and that's that.

Assuming the Captain of squad thirteen is still Ukitake, I'll tell you why she is lieutenant.

It was said in both the manga and anime that Rukia has the abilities (shikai) to have a high position, but Byakuya did not want to expose Rukia to harm. So he restricted Rukia from becoming a high seated officer.

So Rukia meets the requirement of being a lieutenant, shikai.

Further more, the previous lieutenant is Kaien Shiba. Ukitake and Rukia especially had ties to him, and they both witnessed Kaien's death. In honor of Kaien, Ukitake had the lieutenant seat open. So....the only one who can be the lieutanant of squad thirteen, (considering Ukitake is so emotional about Kaien) Rukia is the only one.
