It is Meiling. I used her as a basis, and made a few minor adjustments.
It looks like Meilings dress, but I dont think its Meiling. I think shes really cute, do you have a scanner or do you use a drawing tablet?
Well, I used Meiling as a basis, so it pretty much is her... but I modified it a little to my friend's preference lol
