This is Ryoko Hakubi From Tenchi Muyo! She is a 5,000 year old woman that is obsessed with Tenchi Masaki. She fights with princess Ayeka a lot which usually ends up with property damage. Her 'mother' is Washu Hakubi and she has two clones named Zero and Minagi.
